But you might be able to do that even cheaper with something like an RPi with a Flirc. When I look at the the Flirc instruction manual for the Flirc/nvidia shield/harmony configuration it says to add in myharmony: Manufacturer: Flirc.
And it is cheaper than buying a C4 controller for each room. So as long as someone writes the code you could do this. Think of that as an IR blaster that is controllable via IP. I could see practical application for this as the Logitech Smartcontrol remote+hub can be found as low as C$90.

There is an official API for this but it isn't public. I don't know anything on the Echo to Harmony connection and setup so I can't suggest anything on that part.I would think that the answer is yes - assuming that someone wants to write a driver. What you can do is to add to Harmony some device profile, for example a TV profile (TV profiles usually have biggest number of keys available) for LG, Samsung or Panasonic TV (choose the one you don't have physically in your home) and then use Flirc GUI to assign keyboard combinations you need, for example CTRL+F6 you've mentioned, to remote buttons you want. The MCE keyboard has a complicated protocol which is not supported by Flirc, so you can't use it. You can use almost any other device profile in Harmony and then use Flirc GUI to teach Flirc what must it do when it receive the signal from the remote or blaster. Flirc/* profiles are there for the quick start with using Flirc (these profiles are natively supported by Flirc's firmware and are tailored for specific application). You are not limited to using Flirc/* nor MCE profiles in the Harmony Hub. It doesn't matter what controller you use in the Flirc GUI. Start fresh: Harmony App: Remove Shield and any Microsoft/Media Player/Kodi devices Shield: Unpair any Harmony Keyboard Shield: Add accessory - wait here Harmony App: Add device (Microsoft / Kodi).

First of all, Flirc is always acting as a keyboard. Have you figured out how to get the Shield AND Kodi working at the same time FYI - I have a FLIRC as well if needed.
